The UP Cebu Center for Environmental Informatics (CENVI) served as one of the secretariats of the 4th ANDAM Lapu-Lapu, supporting science-based and data-driven disaster risk management efforts at the local level.

Held on December 15–16, 2025, ANDAM Lapu-Lapu sa Amihanan focused on nine barangays in northern Lapu-Lapu City. The activity followed earlier iterations of the ANDAM Lapu-Lapu program: Andam Olango and Andam Lapu-Lapu sa Habagatan which were designed to bring disaster risk reduction and climate change adaptation (DRR-CCA) initiatives to the community level.

The ANDAM Lapu-Lapu series is aligned with the Department of Science and Technology’s Handa Pilipinas campaign, which promotes science-and technology-based approaches to disaster preparedness. As a technical and coordinating partner, UP Cebu CENVI helped integrate environmental data, localized risk information, and research-based tools into the program’s activities and discussions.

The Amihanan iteration engaged barangay officials, teachers, students, urban poor groups, and disability-inclusive disaster risk reduction advocates. The focus on northern Lapu-Lapu allowed partners to address area-specific hazards and vulnerabilities while encouraging the use of evidence in local planning and response.

Discussions emphasized how national disaster preparedness frameworks can be applied at the barangay level, particularly through the use of climate data, early warning information, and science-based planning. Sessions also covered the links between climate change, agriculture, and food security, and how these affect local resilience.

The activity was carried out through the collaboration of the Lapu-Lapu City Government, DOST-7, UP Cebu CENVI, the Lapu-Lapu City DepEd Division (DRRE Unit), CENVISNET, Pagtambayayong Foundation, Seed4Comm, Habitat for Humanity Philippines, and other partners. This coordination helped ensure that the tools and information shared were relevant to local conditions and accessible to vulnerable groups.

Through its continuing work with local governments and communities, UP Cebu CENVI upholds effective disaster risk management by providing technical assistance, environmental data, and research inputs that inform preparedness, response, and resilience planning.
