The University of the Philippines Cebu Center for Environmental Informatics (UP Cebu CENVI) participated in the Visayas Regional Policy Dialogue on Advancing Disaster Risk Reduction–Climate Change Adaptation Governance and Resilient Development, held on 23 September 2026 in Dusit Thani Mactan, Lapu-Lapu City.
Anchored on the theme, “Where Policy and Leadership Meet Evidence-Driven Local Action for Resilience,” the Dialogue brought together national and local government leaders, technical experts, development partners, research institutions, civil society organizations, non-governmental institutions and the academe to discuss how DRR–CCA policies can be translated into stronger institutions, better-informed decisions, and meaningful local action.
The Visayas Dialogue marked the first regional engagement under the Research-to-Policy Roadmap of the Disaster Risk Reduction Enhancement at the Local Level Technical Assistance (DRREALL-TA) Project. The project is implemented by the Department of the Interior and Local Government (DILG) through the Philippine Government–Agence Française de Développement partnership, with funding from the European Union and Expertise France serving as the co-implementing agency.
A key component of the Dialogue was the Policy Co-Creation Laboratory where participants worked across three breakout groups focused on Governance and Institutional Coordination; Evidence-to-Decision for Planning and Investment; and Local Implementation, Capacity, and Sustainability. Each breakout group presented to the plenary their practical recommendations for stronger DRR–CCA governance and resilient local development.
The Dialogue also featured progress and updates of the Resilience Manifesto which was signed on 29 October 2025 during the National Policy Dialogue on Climate and Disaster Resilience. This was followed by the signing of the Visayas Resilience Covenant, marking a shared commitment to advancing stronger DRR–CCA governance and resilient development across the region.
UP Cebu CENVI’s participation in the Visayas Dialogue reaffirms its commitment to promoting data-driven decision-making and equipping stakeholders with the knowledge and tools needed to build more resilient communities.
