Cebu Governor Pamela S. Baricuatro visited the University of the Philippines Cebu on September 11, 2026, for the launch of the Bugsay Leadership & Governance Executive Course, a fellowship program for Cebu local chief executives (LCEs).

Governor Baricuatro was welcomed at the UP Cebu Administration Building by university officials led by Chancellor Atty. Leo B. Malagar and Vice Chancellor for Academic Affairs Asst. Prof. Palmy Marinel P. Tudtud. She also signed the university’s guest book during her visit.

The opening program was held at the Performance Arts Hall, where the Governor conveyed the Province of Cebu’s message of support for the program.

Jointly organized by the Ramon Aboitiz Foundation Inc. (RAFI), UP Cebu, and the UP National College of Public Administration and Governance Center for Leadership, Citizenship and Democracy, Bugsay brings together local leaders for learning, peer exchange, mentoring, and action-oriented governance.

Drawing from the Cebuano word bugsay, meaning “to paddle” or “to row,” the fellowship emphasizes the value of moving together toward shared goals in public service.

The fellowship will run until April 2027, with succeeding thematic modules, an immersion component, and a culminating action-learning activity that will allow participants to translate their learnings into practical approaches to local governance.
