The UP Cebu University Library expanded its public service initiatives through a three-year partnership with the Department of Education (DepEd) Cebu City Division, formalized through the signing of a Memorandum of Agreement (MOA) on 17 July 2026 for the implementation of the project, “Organizing and Strengthening Public School Libraries in DepEd Cebu City Division.”

The agreement brings together UP Cebu and DepEd Cebu City Division in a collaborative effort to enhance selected public school libraries through technical assistance, capacity-building initiatives, literacy promotion, and the integration of appropriate library systems and digital tools. Representatives from the Department of Education Cebu City Division headed by Superintendent Nimfa D. Bongo joined UP Cebu Chancellor Atty. Leo B. Malagar, Vice Chancellor for Academic Affairs Asst. Prof. Palmy Marinel Pe-Tudtud, and members of the UP Cebu University Library led by Ms. Sheryl G. Alforque during the signing ceremony.

Under the three-year partnership, the UP Cebu University Library will provide technical expertise and educational support to selected public schools endorsed by the DepEd Cebu City Division. The initiative seeks to improve the organization of library collections and resources, strengthen library services, and equip school personnel with knowledge and skills in library management.

The collaboration will also promote literacy through reading programs, learning activities, and community engagement initiatives, particularly benefiting elementary learners. By strengthening school libraries as accessible and effective learning spaces, the partnership aims to foster a culture of reading and improve access to quality information resources in public schools.

The initiative reflects the shared commitment of UP Cebu and the Department of Education Cebu City Division to advancing quality education through collaboration, reinforcing the role of school libraries in supporting literacy, lifelong learning, and academic development.
